We have two branches that only offer commercial banking services, trust and private banking. We do not staff the branches to offer consumer services to the general public. If one of the qualifying relationships is in place the client has access to consumer products / services.

Is there any concerns with not allowing consumer products / services to these locations if they don't have a qualifying relationship?

Could the bank put in place a higher minimum balance checking account specific to those branches?

Are these chartered as limited service branches or you just choose to offer limited services?

Sounds like a huge fair banking issue to me if you are limiting what services you offer based on "qualifying" relationships when the locations are chartered to be full service branches.
