Is the minimum finance charge dictated by state law or not at all? I can't find any reference that states minimum/maximum amounts?

Your state's laws will tell you rates and fees. Often you'll find a minimum loan charge such as $10 or $15. That is in place of any "other" interest and it is the FC in the Fed box of your disclosures. Using the fee, amount finance and payment stream you then back into the APR.
