I am compiling a list of joint marketing arrangements and ponder whether or not to include a credit bureau that does prescreening. I would be interested hearing from other banks on whether or not you you consider presreening "marketing" under Reg P; thus the credit bureau would be a joint marketer of your product?

I think that this would fall under the service provider definition and would not normally be classified under the joint marketing definition.
