    When opening an account for Campaign Funds for John Doe, do we use John Doe's SSN or do they need a TIN? Can the treasurer, the signer on the account, certify?

Here in PA, which I assume would be similar in other states.
An individual's candidate account is in her name and her Tax. ID. "Jane Doe Campaign Fund" The individual owns the funds and has full transaction authority. They can name an authorized signor if they want.

If the account is set up by a committee it would say "Committe to Elect Jane Doe, Jim Smith Treasurer" (don't have to include treasurer name) Must use a EIN of the committee and the treasurer of the committee would have transaction authority.

If a committe is setting up an account the committee must have a chairman and treasurer who may not be the same person. Before they may receive contributions on behalf of the candidate, the committee must file an Authorization Statement. You may want to get a copy of this authorization.

You may need to check with your state. Check the State Bureau of Elections or the County Board of Elections. They may have additional items in different state.

Be careful not to wave fees. It's viewed as a donation to the campaign in most cases. We post alerts to be sure branch staff remember this!
