I'm struggling with the definition of "complete" when an application is withdrawn. An application was submitted, the appraisal was ordered, the application was withdrawn, and the appraisal was received. Do we have any obligation to review the appraisal at this point? I am of two minds. Since we aren't going to use it for anything, why not just pop it in the mail? On the other hand the applicant paid for an appraisal. Are we obligated to review it for completeness to ensure they get what they paid for? The commentary at 1002.14(a)(1)-4v. is confusing me, both for what is meant by complete and delivery timing in this case.

You need to determine if it is acceptable and send it, What if it is not acceptable and they come back?
