If we have a loan to an individual for the purchase of land or a lot (for a consumer purpose) which is subject to TRID, when would RESPA's vacant land exemption come into play?

While you will need to comply with TRID rules, you won't need to concern yourself with Regulation X if the security is vacant land meeting the criteria in 1024.5(b)(4).
