Do we report the decimal point in the loan amount? For instance...report 100000.00 or 100000? would we ever include the cents... 100250.45 or 100250?

If it is 100000.00 then it looks like reporting the cents is optional, but if it is 100250.45, then you have to report the cents.
I think the consensus is to always report them for consistency.
