We have a foreign national with an L1 visa for employement purposes in the USA, would they qualify to purchase a primary residence? or would they need to purchase as a second home.

What is the context of your question? Foreign nationals can purchase property in the USA. in most jurisdictions.

normally they purchase investment properties and no TRID applies. Truth in Lending does not apply to foreign nationals not living in the states, but since this is a property that will be used as a primary we would than disclose TRID. These visa's are normally renewed annually or sometime 3 years. I know of individuals that in cases like these, they would only finance second home or investments.

Then I am not sure what your question was as it sound like you already have a process. Whether the property was deemed a principle dwelling or not makes no difference when it comes to Regulation Z coverage of a foreign national.
