Is it still a requirement that a vault visible from outside be illuminated at night? If so, where can I find this for proof in regard to a national bank? Or is it the same for all banks?

For National Banks 12 CFR 21.3(b):

(2) A lighting system for illuminating, during the hours of darkness, the area around the vault, if the vault is visible from outside the banking office;
