Is there a requirement for a state non-member bank to report to the board annually?

I looked at 12 CFR 326 in the FDIC Rules & Regulations and it states that an annual report is required. I vaguely remember hearing that this would no longer be required. Can someone help me out on this by pointing me to the proper reference.
