I know that we can defer a monthly loan payment and charge a fee as long as the fee is no more than the lesser of $50.00 or 10% of the loan payment deferred. Does collecting interest for the month play any part in being able to charge a fee for the deferral?

I don't think that is addressed in the statutes, but I would suggest contacting the MBA.
