I understand that reg E allows the 45 day resolution timeframe to be extended to 90 days in the case of 1)non-US initiated transactions 2) POS debit card transactions or 3) new accounts.

Therefore I'm confused by an email I received from an ops person today who said "I usually use 90 days if I have to submit to STAR because it takes a long time to get paperwork back from the merchant; if we simply charge off the disputed amount, I use 45 days." This seems contrary to the regulation. Am I missing something? I'm not a reg E expert by any means.

OK - I'll take a stab at this. Whether or not you have to wait on STAR does not affect the rules of Regulation E. If the 45 day resolution is required you have no option but to comply with that portion of the regulation.

Skittles hit the nail on the head. It doesn't matter to Reg. E how long resolution takes you with a merchant/vendor. Reg. E tells you what has to happen between you and your customer.
