I'm guessing this Act is to allow you to use your existing plastic that was produced prior to 4-1-10?

You'll be able to do this until 1-31-2011, as far as I can tell, and then the card/notice requirements of the Aug 22 regulation will kick in.

I assume the notice requirements are required until 2013 because there is no expiration date for cards produced prior to 4-1-10.
