If a convenience store in a near town has agreed to; not charge our customers a fee for using his ATM and allow us to place our logo on his ATM, would this be allowed, if so what steps should be taken to stay in compliance with all the requirements

The key issue is that the owner/operator has to post signage. If you posted a sign, "XYZ Bank customers have free transactions at this machine" you'd be fine. I wouldn't want to be confused as being the owner. You're likely to get a lot of calls if there are problems.
