Does anyone know for sure if the new garnishment procedures effective June 28th will apply to Wisconsin State Levy's?

Yes,the definition of “garnishment order” is revised to include orders or levies issued by a state, state agency or municipality. Levies issued by state revenue departments are now clearly subject to the rule. (Previous wording in the rule exempted levies.)
