Would California's new law impact an institution from another state lending to someone who is originally a borrower or has a relationship with us, moves to CA, is in the military, gets a new loan financed through us with a CA title, and purchases GAP?

I don't think so, because we are not located in CA and are a federal institution, but I want to make sure.

This is not California banking law, this is Military and Veterans Code (MVC) protection for a servicemembers who are residents of California. California has many additional protections for servicemembers that are not in MLA and SCRA.
