For an indoor sign advertising a savings account do we need to state the "Annual Percentate Yield valid as of" date? I did not see it in the REG for this type of advertisement.

You want to look at section 230.8(e)(2) of Regulation DD. You'll see there that you really aren't required to include much on an indoor sign. Just make sure it's not inaccurate or misleading, quote the rate as an APY (you don't even have to spell it out) if you give a rate at all, and refer people to a staff member for further information about applicable fees and terms.
