What is a Tier 1 Regulatory Recommendation?

If you are publicly traded, it might trigger the SEC "safe harbor" statement regarding forwarding looking statements.

From what it looks like to me it is what FDIC recommends we have our Tier 1 Capital Ratio atleast at..so mgmt wants to advertise what our regulator suggests and then where we are actually at - this is at the bottom of our statement of condition.
