If the bank were to buy a list of names based on for example, zip code, census tract with no credit information on it for marketing purposes, are there any FCRA rules that apply such as prescreening? Any other rules to consider?

If we purchased a list from a credit bureau with the requirement of a minimum 600 score based on the fact that our minimum underwriting score is 600, would that meet the prescreening requirements of FCRA?

Both lists in the above scenarios, would be used to advertise our bank and our loan products.

1. Not on its face. But it might depend on how the list was generated and by whom.

2. You would be required to send everyone on the list a firm offer of credit. It could not be used for general marketing purposes.
