Marketing wants to send a ringless voicemail to customers. What I can't find is if we have to follow the do not call rules. The argument here is that it's falls under the Enhanced Services which are not regulated under the Act. Anyone elst doing this and is it exempt from DNC?

What's the difference between leaving a ringless voicemail and a voicemail left when there was no answer?
