our bank is going to run a HELOC promotion whereby we will be giving the customer $100.00 for the opening of this loan product. My question is that we will require them to have a deposit account with our bank in order to receive the the HELOC promotion, does this mean we will need to submit a 1099 for this $100.00?

Not if it is specifically tied to the getting of a loan product.
