We are planning an initiative to contact clients who have a debit card but whose cards have been inactive for an extended period of time. Are we prohibited from sending a communication to customers who have asked to be placed on our do not mail list. Although promotional in that it is advocating the use of the debit card, it is a product the existing customer already has with us.

I suppose the question is what is the message? One here is marketing and solicitation and the other is important information that shouldn't be covered by "no mail" for solicitation purposes.

a) Your debit card has not been used. It will be terminated on X date.

or

b) You haven't used your card. Use it in the next X days and receive a $2 credit to your account.
