While it might be appropriate to exclude non-citizens, it is inappropriate to exclude people on the basis that 'they ought to be able to afford' insure. Private health insurance premiums that have been quoted to acquaintances of mine hover around $1400.00 per month. Do the people making $45K per year have more than $1400 per month of disposable income after housing, transportation, etc.?
If you applied the same reasoning to the count of illegal aliens; that is, excluding those who could apply for citizenship if they chose to, you'd lose your BOLWP membership.
