I keep telling our CIP committee that a Soc Sec Card is not an ID. Isn't this true? (There is no picture)Wouldn't Soc Sec cards be considered documentary items to be used with picture IDs? Gee Whiz, these days people do not carry their SS cards with them.

I agree with you.
It is not considered a primary ID.
It could be taken as a secondary ID if it is signed, in a situation like you said when you have a primary with a photo.

A Social security card in not to be used as ID. It is foolish to use one because there are so many bogus ones out there. A SSn is to provide for a federal benefit, not ID.

Tell your committee members to look at their own social security cards. It plainly says "For Social Security Purposes - NOT FOR IDENTIFICATION".

A SS card isn't supposed to be used for ID, but it is a way to verify the information given to you by the customer. We have the customer orally give us their identifying information, such as name, address, SSN, etc. and then we proceed to verify the information. We use the actual SS card and a call to Chexsystems to verify the SSN given by the customer. CIP talks about identification and verification, which are different.
