Does writing a check for more than the purchase amount at a grocery store qualify as check cashing for MSB purposes?

If the amount back to the customer is $1,000 or more, I would say yes.

In a similar case we contacted the MSB hotline to determine an answer. We have a pawn shop that allows people to use payroll, gov't, etc types of checks to make payments to the pawn shop for their loans and receive the rest back in cash.

According to a nice lady on the hotline, if the pawn shop returned a portion of the check in excess of $1,000, then to her knowledge it qualified as an MSB in practice.

Thanks for your help! I have one other thing I want to clarify...when it says 1 person in 1 day...is that over $1000 to the same individual in one day? or multiple parties? Thanks again.
