I have been approached by a friend who, knowing what I do at the bank, asked me how a SAR could be completed on someone that he "knows" is laundering money in a real estate deal in a another state. This has nothing to do with our bank and my friend does not know the bank involved. Is there a way for him to file a SAR as a citizen?

Your friend should contact the FBI or the US Attorney's office directly.
