For a customer with a Mexico Matricula Consular card, what would you enter in the Country and State fields on a CTR?

As I understand it, the country of Mexico issues the card from their office within the U.S. The card shows the location of the consular office (i.e. Dallas, Omaha, etc) that issued the card.

Enter the appropriate two or three-letter abbreviation or code in field 20e "Issuing State" if the identification issuer was a U.S., Canadian, or Mexican state, territory, or province. Enter the appropriate two-letter code in field 20f “Country” if the issuer was a country. If field 20e “Issuing State” contains an entry, then 20f “Country” must contain “US,” “CA,” or “MX” as appropriate.

The country of Mexico issued the card. A State did not.
