Can anyone share what their CIP policy requires for a physical address verification for an individual living at a shelter (homeless, women's shelter, etc.)? What verifying documentation is required?

If that's where they live - then that's where they live. Many women's shelters provide temporary shelter for women that are victims of domestic violence until they can get on their feet.

There is no documentation that is required by any law. Your bank must decide what to do in this case.

You should consider having your board make an accommodation to your CIP if this is going to be a common occurrence.
We had to make one many years ago for homeless, and ours states that a next of kin can be used if a physical address cannot be provided for cases such as vagrant or RV nomads.
