Just wondering if anyone can tell me if banks are required to name their BSA officer in their Bank Policy? or can they just state that a BSA Officer will be appointed annually.

You never put names in a policy document because then the whole policy has to go back to the board for approval. As long as you keep the board minutes appointing the BSA Officer (and any other officer for that matter to meet any other policies you have) you should be fine.
