Scenario; Husband and wife, joint account. Wife goes to one branch withdraws $3800.00 Husband in another state goes to a branch withdraws $7000.00 Would you file a CTR?

Only if you have knowledge that they each benefitted from the other's withdrawal, and the only way to know is to ask. In any event, I would monitor the activity for a while to see if any other possible suspicious stuff is going on.
