I think this is another problem:
Bank Saderat, which claims a market share of about 15 percent in the Iranian market, was blacklisted by the U.S. Treasury in September 2006 for allegedly facilitating financial transactions to groups designated terrorist organisations by the U.S.
Regardless of who owns the bank, if they are facilitating financial transactions for terrorist organizations, then the sanctions still stand.
