I'm looking for the definition that would accurately describe someone who is "foreign born" - in more of a layman's terminology. Any feedback would be appreciated. Thank you.

Someone who was not a U.S. citizen at birth because he or she was born in a foreign country and his/her parents were not U.S. citizens when he/she was born.
