My minimal understanding of Texas probate law (very minimal) tells me that a probate court may issue an order such as the one you have seen when administration of the estate isn't necessary to complete the transfer of real property under the will. The will and the Order are filed in the land records and take the place of a deed from the estate to the beneficiary.
Whether you can accept the Order as authority for the executrix to open a deposit account for the estate is something you probably should check with bank legal counsel, unless another Texas user has experience dealing with this situation.
