Is there a regulatory requirement for non US Citizen accounts to flag ID expiration dates and follow up for current identification. While I understand it may be a good practice to do so I am trying to determine if it is a requirement.

There is no such requirement, no more than contacting me when my ID document that I gave you expires. If someone's ID expires it does not make them a different person. Whether you choose to determine the legal status of these individuals on an on-going basis if they are located in the US is also up to you..

No, there is not a requirement to update identification for all current customers. There are reasons why you might do that in your shop, but not a requirement.
