Would I need a public file for a limited office? On our application this new office is described as "primarily an office for mortgage lenders to work from and make calls from, the deposit taking and new account functions will be limited in nature and added to on an as needed and staffing allows, Deposit taking functions taking place on an as needed basis throughout the week and as staffing permits." So essentially they could take a deposit off the street if a customer walked in and the doors are unlocked but there is no deposit taking ATM and no teller line at this time. I think it was for more when we close a loan and we want to open new accounts to have this as an option. No retail presence.

It's a branch, so you have to comply with 228.43(c).
