Medicare or Medicaid? If Medicaid, I would make the argument for yes. I recently had this come up with a service for special needs individuals with NYS and when they pushed back I was able to prove via their annual financial statement they receive more than 50% of income from Medicaid disbursements. It was then accepted.

Medicare is not related to income so it is of no value regarding determining a beneficiaries income class although many people on Medicare may be low- or moderate-income persons. So it would not be definitive enough to satisfy examiners about the income class of people getting services at the clinic.
