Yes. It can happen one of two ways.
Both LLCs can be single-member LLCs that have elected to be disregarded as entities for IRS purposes. If they both have the same single member, they can both use that member's SSN as a TIN.
One LLC (LLC A) may be the single member of the other LLC (LLC B). If LLC B elects to be disregarded as an entity by the IRS, it may use LLC A's TIN as its own. That LLC may be an EIN, or it could be an SSN, if LLC A is also a single member LLC.
