If we have 100 bank business cards in a bowl, any and all fair guests may take one, three of them have stamped they may redeem at account opening for a free safe deposit box for one year. Would this be prohibited under lottery rules? They got the 'coupon' without giving up anything up front. Trying to find a legit way of offerings without violations. Thanks in advance

I would say yes, because they can't get the free SDB without opening an account first.

RR J-I was afraid so. I assume if all the cards had the offer we couldn't say maximum limit of 5 boxes could we?

This is not responsive, but "free" safe deposit boxes oftentimes end up "abandoned" safe deposit boxes. I suggest you do not open them until the winner wants to actually put something in the box...

Ken, thanks. We don't offer them to non-customers for that reason but our staff going to a fair wants to be able to offer 'something' but not give away the bank either. We really seem to have our hands tied. She thought if she offered a one year free box with a new account it would be 'something' at least. But, we would want to limit it to say five potential winners.

It is a business fair/expo type event for locals.
