We have a savings customer who signs withdrawals at home and sends them with her neighbor to get cash from her account. Are these transactions counted as part of the six? I read the list and am confused. It states that "withdrawals from the account if made by messenger" are non-covered. Thoughts?

If the transaction is happening at the teller line, it would not be counted.

Of course, the reason someone would allow this to happen is another issue.
