A couple of questions on preauthorized transfers:

If a customer wants to set up a recurring monthly payment for a payment plan, is this a Reg. E preauthorized transfer? Does it matter that there is set number of payments and an end date?

What if we use a third party collection agency to collect on a customer's debt with us? The customer sets up payments from their DDA to the agency. We still own the account. Is that Reg. E?
