If the bank's new account Reg CC disclosure is revised to include the language for special rules for new accounts, does that require a redisclosure to all current account holders? While it is a change to the disclosure, any customer opening a new account would receive the updated information prior to opening the new account, so a redisclosure does not appear warranted for this update?

Ditto for any changes to those new account availability policies, such as changing the number of days non-next-day checks will be held for.
