We do over 500 wires a year to foreign consumer accounts. If I'm interpreting the changes, we are still allowed to disclose on the receipt "no-covered third-party fees" which are fees imposed by the designated recipients institution. Can an institution refuse to send a wire transfer if they don't know the fees being charged by the foreign recipient bank? Is there any option available to a foreign institution to provide the fees they charge? for example send the fees or post them on their website for everyone to see.

We recently had a customer who banks at a large bank send funds to a bank in Colombia and the US institution refused due to not knowing the fees the mutual customer was going to be charged by the recipient institution.
