I am new to banking so i wanted to ask. Can a safe box owner name a beneficiary outside their will for their safebox(like a POD account has)? I understand joint ownership as an option but can't quite grasp this idea.

No, no more than they can name a beneficiary on their house - when they decease it becomes part of the estate and must be handled as such.
