For Reg B purposes, when one spouse is applying for a mortgage and we are requesting tax returns that are joint, can we do this? We will not be taking into account any of the other spouses income as the first spouse qualifies on their own.

Assuming you are in a non-community property State, I am not sure you have any choice if you request tax returns and they filed jointly. I am not sure a joint tax return will tell you who earned what though without supporting information, like W-2s..
