We are refinancing a home equity line of credit - the old is with our bank and the new will be with our bank - plus increasing the line. Do we use the general notice (G-5) or the one for increasing the line (G-7)? My thought is we should use the G-5 since it's a refi plus cash. If we were only increasing the line, then I'd say the G-7. Am I right?

If you are increasing the line amount on an existing line, then you would use form G-7 and list the amount of the increase. If this is a new line (since you said this was a refinancing) then you would use G-5 and list the whole amount. Refinancings of current outstanding balances on open-end credit are not exempt from the RofR like they are on closed-end credit.
