If required as a condition of the loan or not properly disclosed then they would be part of the finance charge.
You probably haven't gotten much response because there are different factors to take into consideration.
As an example, a credit report fee is a finance charge for a non real estate secured loan, but for a real estate secured loan it would be exempt from the finance charge.
You need to review Reg Z 226.4 and its Commentary, also review your primary regulator's examination manual. It can be found on their Web site.
