Would anyone consider a loan to replace an air conditioner in a rent house a home improvement loan for HMDA reporting purposes?

In most cases window air conditioners are not considered an improvement to the property, just a small appliance. Central air or a heat pump is an improvement.

Kathleen's response is what I was thinking. If it's a window unit - not HMDA reportable. Central air - HMDA reportable. The borrower doesn't have to own the property being improved.
