Is the threshold for both still $500,000? Someone told me that the FDI Act threshold increased to $1billion but I can't find that.

FDICIA was increased to $1B. SOX 404 (I assume that's at the heart of the question here) does not have a threshold on asset size. The only threshold is accelerated and non-accelerated filer.
