I have a question regarding I-9s.

I am in the process of auditing Human Resources. One of the things on my list is to make sure that files contain the I-9 form. We have many employees who have been here for 15, 20, and 25 years. They have not completed an I-9. My question is: What year was the I-9 implemented? Is it possible to NOT have to have one for "Grandfathered" employees?

I just pulled up a form online and it says "The purpose of this form is to document that each new employee (both citizen and noncitizen) hired after November 6, 1986, is authorized to work in the United States."

Auditgirl 150, would you be willing to share your audit scope? I need to audit HR this year and it will be my first time. I want to make sure my review is thorough.
