What do the auditors look for to validate a savings account title change, e.g. A ITF B changes to A ITF C,D. Do you look for a signature- A's revoking B? How do you know from the account change form whether C and D were supposed to be added with B; or C and D are to replace B???

"ITF" or "in trust for" accounts are merely a beneficiary form of account registration. They are Totten Trusts - the beneficiaries have no right, title or interest in the account until the account-holder dies. The account-holder has absolute control over the account and has the right to unzip beneficiaries and zip in new ones at any time. To address your question, I would prefer the see the old account closed out and a new one established. In that case, the signature card rules.

A new signature card at the minimum. It certainly wouldn't be a bad idea to obtain something in writing from the owner of the account indicating his intent to change beneficiaries but as I stated, the owner of the account has the absolute right to change the beneficiaries. Any requirements to put the intent to change the beneficiaries would be strictly "CYA". Here in New Hampshire, state law defines Totten Trusts. There are no specific requirements to meet according to NH state law. You might want to look at your state statutes.

Would you happen to know what to search on in the state statutes? I tried some searches but could come up with no specifics. I wonder if the regulatory organizations such as the Office of Comptroller of currency have any guidelines. Do you think at least the person has to go into the bank to make the change or is it so lax that they can send the signature card through the mail.

First check Bankersonline main index to see if your state is listed. If not, try findlaw.com or lawsonline.com to find your state codes. In New Hampshire, we can search the statute database. Sometimes it takes time to narrow your search. Another alternative would be to call your state banking department to see if they can tell you what the statute is and where to find it. Look around your organization, someone may have a copy of the state statutes. Good luck.
